I cant find the original suggestion video where he had made that exact request about DMCA copywrite claims and how he feels they should be put to the side for the duration of the DMCAstrike and the winner of the claim gets the money from the views it had during the claim.

YouTube claims they do this but its ONLY when the claimant responds. If they don't nobody monetizes it and it floats in limbo.
