Why do you withhold payment that is due?

Hmm, did you mean your monetization was disabled? If your channel's monetization was disabled, your payment will likely be suspended: https://yt.be/help/d8W5 . Once reinstated, then unpaid earnings will be calculated and paid out at the next payment cycle.

Is it even legal to withhold the money? Especially if they’re super chats, that I guess won’t be refunded to the users who made them?

It's not really a job, so I wouldn't say it is

I think they would just refund the super chats.

They don't refund superchats and it's most likely legal because of some ToS the 'donator' and youtuber are forced to accept.

seems like a legal grey area that could be argued in court ngl, since that money wasnt like a payment to a charity where its just generally to the org, its actually a payment to a specific person y'know, otherwise it opens the door to things like paypal pulling that stuff

Maybe, I'm no legal expert, but if the user has to read and accept a ToS both the person that pays for the super chat and the one that receives it has already approved of how jewtube handles their money. They pretty much force you to sign a contract.
