Possibly. But we can't know for sure. We can't even be sure what their motives actually are. So speculating on this kind of stuff is rather pointless.
With that said, I'm not willing to leave it to chance, so I think the right steps should be taken to ensure Iran doesn't acquire nukes. And the best way to achieve this is to allow its economy to bloom into a secular capitalist country with a Western culture.

This cannot happen if Iran remains stifled under sanctions, unable to modernise its economy and culture. All the sanctions do is strengthen the puritanical, Israel-hating religious elements.

Can you show me any country that is currently controlled by Islam, that is showing signs of becoming secular? Don't tell me you are one of those that blame it all on the "imperial west". Turkey, the one ray of hope, has practically proven the point.
