Skimmed it, and found it terrible. Its finding, that the US govt *appears* to intervene for human rights reasons, doesn't comport with its conclusion: that the US govt actually does intervene for human rights reasons.
To illustrate with an example, the correlation between HR abuses and US govt intervention might not be because the US govt cares about HR; it might be because the US govt sees HR violations as an excuse to invade and further US foreign policy.

Many ways, seizing another country's resources, making another country dependent on US business/aid, creating military alliances, rolling back the influence of hostile powers, etc.
