Looks like the early modern view was making a distinction between arguments directed at content vs circumstances of argument (so including but not ltd to character). Think it's called the ex conessis view.
Hmm. Well, I can't pretend to know much about the early modern view, But the modern view of ad hominem seems to be that it aims to discredit an argument by attacking the arguer. It's invalid in logic, because that is unamenable to character, but valid in, e.g., political promises
