The best way for a politician to convince the public of a lie is not to state the lie directly, but to repeatedly make statements that tacitly assume the lie as a premise. This way, the lie is stealthily insinuated into the public's minds while their attention is elsewhere.

In slightly different terms. The old tweet was about using big proposals to mask the lie. This new tweet is about repeatedly using simple statements, which I think is more accurate. Proposals aren't needed.
