I wouldn't say they're killing "lots and lots of Westerners on a regular basis". The potential for them to kill large numbers in isolated events does exist, because terrorism is fat-tailed. But right now, overall, falling out of bed is deadlier.

They're nowhere near their goal of turning the West into a caliphate, or even of increasing public support for their ideology. They've even failed in their attempt to sow terror. People are just getting on with their lives, shopping, going to concerts, etc.

Sure, "if" that is indeed your objective. But again, I think Lenin would disagree with that as a measure of success. And personally, I'm not so interested in fascism vs communism. I'm more interested in extremism vs civilization.
