Note that Saudi reforms are not to address ethical concerns but economic ones. The country is merely making itself conducive to tourism. It will thus become less religious but the oppressive power structures will remain, no longer as "divine decree" but as "security measures".

I appreciate your analysis on this. Does this signify an actual softening overall that can continue to be eroded to more secular values? or just a change in the labels applied?

Fortunately, one aspect of the reforms is an unleashing of internal market forces, which will (hopefully) lead to a boom among the lower/middle classes that will in turn decentralize power and erode authoritarianism. But it will be a slow, gradual process.
