We really need to stop using the words "post-factual" & "post-truth". They imply that life was once factual, when actually human beings have always prioritized utility over truth. The only reason our age seems so dishonest is that we've become much better at recognizing bullshit.
I don't think that's what most people mean when they say "post-truth". It seems more to do with the permeation of false data due to information age. Your definition seems closer to postmodernism/post-structuralism or perhaps even Pyrrhonism.

It might not be. That’s the way I have heard them used. I often hear the terms in reference to Trump who does have a very postmodern style.

Yes, it's often used to describe Trump, because, as you said, he has a total disregard for the truth. In my opinion, this can more accurately be described as serial dishonesty than post-truth, because it's not like Trump doesn't believe in gravity, for instance.
