A correlation is a general pattern, not a perfect relationship. What we know is that tightening gun laws will reduce mass-shootings at a macro scale. This is a fact that you can't dispute.
A confiscation policy could work if it happened gradually, through increasingly tighter restrictions on weapons, but it would need to be supported by the right narrative, as well as auxiliary actions like rerouting gun business away from the civil arena and to the military.
