Yes, inferences based on averages. One could reasonably expect a trait, but it's always foolish to assume a trait (as this leads to biases)

Population-level: Muslims are statistically more likely to be jihadis. Individual-level: Ahmed is Muslim, thus, likely a terrorist.

Individual-level discrimination is not irrational if you know nothing else about the individual, but only individual's name. eg: at airports

To *assume* a trait (i.e. to claim certainty of it) in an individual due to presence of a loosely correlated trait is always irrational.
