One is more likely to be struck by lightning than being hit by terrorists. So surely every building must be banned due to lightning risk?

Not quite comparable, terror is not as random - some groups really are at greater risk, some areas contain more extremists.

I live in one of the extremist hotspots of UK. Here a gay club was to be opened. It was only stopped after huge protests from locals.

I believe a likelier risk for the synagogue would have been upsetting "community cohesion", which is a far more common concern.

Terrorism may have been mentioned in passing. And was then focused on by newspapers as the core issue, to make it more dramatic.
