Yes, I figured that. But again, if the risk is so great it would prevent a synagogue, it would be a national security issue.

I live in one of the extremist hotspots of UK. Here a gay club was to be opened. It was only stopped after huge protests from locals.

Local councils have a right to consider security matters, and I'm not sure what you mean. If it was a natsec issue, would this be okay?

Local councils are usually not privy to the info required to judge on natsec matters. Which leads me to believe it was a cohesion issue
