As I understand it the problem has been getting a case to prosecute in UK as done abroad. These are cases done long ago, now being recorded

I would guess police get most of their prosecutable cases via tip-offs from paediatricians.

Any form of child abuse committed in the UK is a prosecutable offence. Cops decide it's not by not following up. Good night.
