To me it refers to Western Enlightenment values; we can say and do what we like (within reason) without fear of punishment.

the general rule is: you are free to do what you like, as long as you don't impinge on anyone else's freedom.

We seem to live in a utilitarian state, but are plagued by traditional and thus arbitrary notions of "decency".
