Would you say that twins are a simulation of the same genetic code, where the scenario you mentioned happens at the time of conception rather than during lifetime. The difference just being real life memories and inputs.

So the way I imagine this is pretty much like twins, where after two entities are there - both take on their own lives after an initial sense of disbelief because it will be really unusual to have your copy. Identical twins wherever just aren't used to any other reality.

I suggest the 'brain' would require a body as a prerequisite to developing consciousness. Antonio Damasio explains his hypothesis of 'self' emerging from our total nervous system (not just the brain) in his marvelous book 'Self Comes to Mind'.
