Yes. In this case the fear and hatred are still doing more harm than the object of the fear and hatred, but they are doing much more harm to the object rather than subject.

Maybe sometimes. If someone is enraging you and causing resentment, it just might be because they are toxic people who spread pain through callous dismissal of the pain they cause, just like you just now dismissed the exact emotions of trauma victims.
