“Change comes from within” is a bad heuristic for self-improvement. We evolved to adapt to environmental pressures, so if you wish to develop as a person, develop your surroundings into an environment that will require you to become who you wish to be.

You still have to change from within to "develop your surroundings into an environment that will require you to become who you wish to be". Seems like you're looking for an easy way out of the chicken / egg conundrum.

"Libertarian free will" is a nonsensical argument. You're saying it's a poor philosophy because you want to wish away the fact that one who desires change from the world must themselves be ready to change. It's the only way we know of, no matter how bad it is.

I should have probably been clearer. Assuming determinism is true, change doesn't come from within because your initial desire to change your environment would have been prompted by your environment (via a causal chain that preceded your existence).

Are you arguing no one is in a position to better themselves because free will doesn't exist?

No, I'm not.
