“Change comes from within” is a bad heuristic for self-improvement. We evolved to adapt to environmental pressures, so if you wish to develop as a person, develop your surroundings into an environment that will require you to become who you wish to be.
Anyhow, I regard "change from within" as a poor heuristic irrespective of its truth: it's an utterly vague and therefore highly unreliable scheme to follow.

It is merely an aphorism(which by definition are meant to be pithy) and, if taken from Buddhist teachings an incomplete one. One can always look up the details before attempting to follow it.
