I see many Brexiteers are rejoicing at the Brexit Party’s performance in the European elections. Hopefully, now that they've experienced an EU election, they'll finally see the folly of justifying Brexit by claiming the EU is run by “unelected bureaucrats”.
I assume that by drivers you're talking about the Commission. It has the power to propose legislation, yes, but only within a framework agreed on by elected national govts. Further, the legislation must be approved by the elected members of the EU parliament.

It's not a TERRIBLE system but, democratically, it's rather weak. It seems to be an attempt to get around the impracticality of having Europe-wide political parties. The powers of the Commission and the Parliament are back-to-front.
