I assume that by drivers you're talking about the Commission. It has the power to propose legislation, yes, but only within a framework agreed on by elected national govts. Further, the legislation must be approved by the elected members of the EU parliament.

This doesn't follow. Elections in and of themselves don't prove that an institution is democratic.

"Democratic" is a very nebulous and subjective term; we could argue for days about whether the EU is less or more democratic than the UK. I prefer to focus my analysis on more precise, objective, and easily (dis)provable terms like "unelected".

The EU is an awkward halfway house. A purely multilateral treaty would be preferable for what it actually does. If you want to go into the direction of a Federal Superstate, then the influence of national governments/leaders on the EU level needs to be weakened much more.

Doesn’t change the fact they’re elected to a parliament which cannot, constitutionally, propose legislation. That honour remains with the unelected Commission.
