Sure, there are many factors, but some are much more important than others. I'd say Pakistan's surge was largely due to rising tensions in Kashmir as well as it's status as the main stronghold of LeT and AQ & Taliban in the aftermath of the war in Afghanistan ("AfPak").

If Kashmir outside of the Valley is so safe, why does the US Department of State highlight Azad Kashmir as the area most dangerous to travel to due to terrorism? And why is Hizbul-Mujahideen headquartered there? You need to expand your idea of Kashmir to encompass more than J&K.

And FYI, the tug-of-war with India is not the only issue in Pakistani-Kashmir. There are also significant Sunni-Shia tensions.
