Impede, dramatically. Babies, children- they need to be cute because quite frankly they don't have much going for them otherwise on a practical level. They aren't terribly useful. It's quite powerful and they need it. Adults can, would and have used it more deviously.

I don't know. On the surface, seems it would be much better for us all if we were as affectionate to each other as we are to baby animals. Then again, we'd probably lose so much productivity oohing and ahhing over YouTube vids of other humans.

Improve. Imagine a world where you look at someone and find them adorable. Who wouldn't get along? We would see others suffering & naturally help them. This world sounds amazing.

"cuteness" would fade, most people don't admire something that's common. Plus we can easily overlook cuteness factor if we need to survive or just want to eat

From a stand-up bit I recently attended: "Wouldn't it be great if we stopped spaying and neutering cats?" ... "They'd take over all the streets -> no more cars -> global warming solved!" ... "Can cuddle a kitten at all times -> depression solved!" etc etc. Funny, if untrue.
