As a social problem such as poverty, racism or sexual harassment becomes less common, people expand their definition of it, leading many to think it is actually becoming more common. This explains much of why so many mistakenly believe the world is getting worse.

In what way is it misleading? Relative poverty was the official measure until the govt abolished it in 2015 (There's a good example of redefining boundaries!) If anything, using a relative measure, poverty will tend to be understated in times of wage stagnation (like now).

The problem is this: if the average household income becomes £100,000 pa, poverty would be defined as an income of £60,000 pa.
