That quote is not actually about God though; it's a metaphor for the absurdity of the stochasticism inherent in the Copenhagen interpretation of quantum physics. With that said, I agree that theocrats are often talented at exploiting the hunger for conspiracy theories.

There is no grand conspiracy controlling the world, but there are definitely groups of people conspiring to acquire power to manipulate/deceive/coerce others, some who have already succeeded, and power struggles between co-conspirators and competitors. Greed is motivating.
