I suspect the president would have been too busy to have been able to fully grasp the long term effects of DPU, which in any case at that time were not well understood in political circles.

Let's just let loose 300 tons of radioactive waste, what could go wrong? Maybe I'm being too hard on him, but we shouldn't let him off the hook either. I think it's fair to say that leaders of imperial nations don't always have the best interests of the little guy at heart.
