Since it's Halloween, I may as well tell you the technical difference between terror and horror. Terror is the fear felt in anticipation of an event, the heart-racing dread of what's coming; while horror is the fear felt after it, the festering trauma of a nightmarish memory.

Perhaps some. Many appear to carry out attacks to make people afraid of future attacks, so, for these people at least, terrorist seems like an accurate title.

For witnesses and victims of such attacks, they would indeed be horror attacks. For most people, though, they would probably be closer to terror attacks, as the fear that one might be a victim of the next terror attack would outweigh any traumatic memory of a previous one.
