That's an overly determinist view, and also a category confusion. You're making a moral judgment of alleged neurology. I would disagree completely with you as to both the physical neurology, and the separate morality.
I'd define going on a spree killing, or setting up a paedophile ring (i.e. what people would traditionally call "evil"), as problems regulating social behaviour.

spree killing could be defined as malaption, yes. Though baboons would ask. "So what?" Setting up peadophile rings is something we judge using values; there is no prefrontal cortex abnormality that leads to that.
