That's an overly determinist view, and also a category confusion. You're making a moral judgment of alleged neurology. I would disagree completely with you as to both the physical neurology, and the separate morality.
To simplify, let's instead use the original word, "failure". A heart fails when it has problems pumping blood. A liver fails when it has problems detoxifying the body. A prefrontal cortex fails when it has problems regulating social behaviour.

You're still inserting value judgments in there. How do you rigorously define "problems of regulating social behavior"? P.S. humans, in the main, look REALLY good in behavior compared to baboons. So a lot of room there for social behavior differences.

I'd define going on a spree killing, or setting up a paedophile ring (i.e. what people would traditionally call "evil"), as problems regulating social behaviour.
