That's an overly determinist view, and also a category confusion. You're making a moral judgment of alleged neurology. I would disagree completely with you as to both the physical neurology, and the separate morality.
No. I've made a functional judgement, not a moral one, in that the prefrontal cortex becomes maladapted in the same way as the alleged horns of the Irish Elk.

To simplify, let's instead use the original word, "failure". A heart fails when it has problems pumping blood. A liver fails when it has problems detoxifying the body. A prefrontal cortex fails when it has problems regulating social behaviour.
