That's an overly determinist view, and also a category confusion. You're making a moral judgment of alleged neurology. I would disagree completely with you as to both the physical neurology, and the separate morality.
Being an "overly deterministic view" doesn't make it wrong. And I don't see how I've made any "moral judgement of alleged neurology".

Because you say " failure ... of the prefrontal cortex". That's a value judgment of alleged neurology. A value judgment of a natural fact. Hume's guillotine stops that.

No. I've made a functional judgement, not a moral one, in that the prefrontal cortex becomes maladapted in the same way as the alleged horns of the Irish Elk.
