It shouldn't suggest that at all. US libel laws are very different from UK because in US we take freedom of speech pretty seriously. Woodward style of "deep background" means there is no single verifiable source backing the "quotes". The principals have already denied.

False statements of fact that harm the reputation of an individual aren't protected under US Constitutional Free Speech provisions. Trump has access to the best lawyers money can buy. If Woodward is lying, Trump would sue, like he's tried to sue countless times before.

How would he prove Woodward is lying without having Woodward reveal the source? You seem very unfamiliar with US libel laws. It is next to impossible to win one unless there is complete malice and fraudulent intent.

You obviously have no idea how hard it is to win libel suits in US. There are literally hundreds of false claims about celebrities printed in tabloids every week, yet the number of successful libel lawsuits can be counted on ones fingers.
