Among men, yes very much so. It's probably one of the basis for traditional male stoicism. Using emotions as a tool/weapon is however a very classic female approach. Manipulation through the use of emotion is an old trick. One men are particulary succeptible to.

Sounds so catchy but not really, the quickly outraged are usually pretty manipulative and their outrages are extremely focussed, while they look at other equally outrageous issues with marvellous equanamity.
