Right but replacing 'they' with 'we'. Losing patience is also a impulse we cannot control through arguments for that same reason.

I agree with all but “bullied by impulses they cannot control”, or maybe we can’t control the impulses, but we can control our behaviour.

I think OP means more fundamental than this, ie the illusion of free will. No one is capable of controlling the casual mechanisms that result in impulses and/or actions.
