        First, several states, whether they explicitly said GBR or not, essentially acted in that manner. South Dakota comes to mind. Some states had poor compliance, neighboring states allowing uncontrolled spread, CA had a variant, and MI is a bit more complex 1/2.

        Though, part of the issue was Trump never spent billions set aside for contact tracing (which, I suspect was to keep case counts down). I had a friend test positive after briefly seeing them masked, and they were the ones who had to reach out to me (I was negative), but still.

        Absolutely. The sheer amount of death we’d have had to go through to get there was obvious. I don’t like to ascribe non-stated motivations, but it seems like people were fine with public health measures until data emerged Covid was disproportionately affecting minorities.
