The only safe way to open is to have all teachers remote. Unless you're willing to back a federal shutdown followed by a test and trace program with a strong commitment to prosecute anyone who gets in the way, there is no other way. You can't live in a burning building.

Republicans pretending they care about education when they've been actively dismantling our public education system since the 70s. They don't care about education, they want to force people back to work. They don't care about deaths, all they care about is the stock market.
