NO, at least not in America. I believe a pandemic is when the virus becomes sustainable in two other countries, but in this case the WHO bonds are so close to maturing and people getting rich off of them, they are not about to call it a pandemic or they lose too much $$$.
The United States is the best prepared country in the world to deal with a potential pandemic.
