I think that depending on if the homeless person does not have a criminal record then yes. Certain homeless people can't afford to live due to being laid off from work or ill health, so it would be the British way to do that.

If they are in public or HA ownership then it's a crime that they are vacant in the 1st place but homeless people have to respect the effort put in and respect the property and take advantage of the boost it can give them.
