Laws are made not only to restrain the governed, but to restrain the governor.

Are they really, though? Government, being a collection of laws, and obviously, governors preside over those laws. Only the clinically insane make such laws that found themselves guilty n actually suffer consequences. Law for the morally corrupt, but only salvation is impartial.
