      So, reuse/duplication is a new category that YouTube's Partner Program reviewers are instructed to review channels with. As such, it doesn't cleanly fit with old categories, and YT has had to refine its language regarding it over time. It's a new thing, and it shows.

      (For example, it used to just be called duplication, which caused even more confusion, but now there's a divide between "duplication" and "reuse". Still, the language is a work in progress, and I think many people get the wrong impression of what reuse or duplication is.)

      HUGE DISCLAIMER: because the YPP reviewers don't share their processes, it's impossible to say for sure what is what. (everglow demanding this from TeamYouTube will fail.) Instead, we can only observe & infer patterns based on channels that have been rejected from the YPP.

          So, with that disclaimer, here are my thoughts based on reading a lot of reddit/Youtube help forum posts. Reuse/duplication doesn't necessarily mean copying another YouTuber. It doesn't necessarily mean taking someone else's video and reuploading it frame for frame.

          Reuse/duplication seems to be a lot broader: it seems to be about "the use of 3rd party content without significant original commentary." Pay attention to what's in that phrase and also what's NOT in that phrase. For ex: there's nothing in there about PERMISSION.

          This means that appealing to public domain, creative commons, or having permission is a non-starter. Talking about having a content ID claim or not having a content ID claim misses the mark. Talking about fair use PROBABLY misses the mark: Reuse/duplication is its own thing.

          So, someone could have permission to use 3rd party content (whether explicit or implicit), but it still be deemed reuse/duplication because it is 3rd party content without significant original commentary. As for what is significant original commentary...we don't really know.

          It looks a lot better if the YouTuber is visibly present in their videos, making commentary, etc., But we don't know where the boundary is here. I've seen a lot of threads where people with voiceovers over 3rd party footage have been demonetized even though it was their voice.

          (In contrast, although "reaction channels" bug the heck out of me, it seems a facecam is a great way to avoid demonetization due to duplication/reuse, even with extensive use of 3rd party footage. I have no idea if that's intended, or just inconsistency in review process.)

          Based on all of this, everglow's channel looks REALLY bad in this light. It LOOKs like a channel comprised primarily of uploads of 3rd party FMVs from Kingdom Hearts with no visual/audio presence from the YouTuber.

          YouTube's reviewers don't (can't?) see hours upon hours of sussing out the gordian knot that is the KH timeline to put everything chronologically, and cares not for editing these clips together as evidence of YouTuber creativity and work.

          I don't really have a solution for this, other than the solution for many $ things: diversify your revenue. Don't rely on revenue from 1 source, especially if that source is AdSense. (And fans, support your favorite creators through more ways than just watching ads, if you can!)
