Right, I would expect the process to be: 1) claim 2) dispute claim 3) wait 4) strike 4) counter notify 5) wait 6) strike released, video re-uppd. Are you saying 6 doesn't happen anymore if you counternotify?

It's more like this: 1) claim 2) dispute claim 3) wait 4) appeal (if needed) 4) wait 5) video takedown/strike (if applicable) 6) counter notify 7) video reinstated / strike released The reason a video wouldn't be reinstated is if there's a lawsuit at the end of all this.

thanks for the clarification. This exacerbates the main issues: 1) waiting puts a channel in jeopardy for a long time (e.g., having strikes limits channel features) and 2) a person STILL have to make sure they don't have more than 2 strikes in the system at any given time

FWIW, I agree that it sucks that you have to wait, and that you have to essentially argue against the strike. But fundamentally, copyright law makes this a matter between the youtuber and the claimant, with YouTube being a conduit.
