GOP did it starting in 1992 with training people and getting them to run -- and win -- locally (like school boards). Now those people are in DC. We need long term effort and commitment. We've been behind in this kind of effort.
Tried to start attending county meetings. Found out most decisions not made at the meeting but behind closed doors on a different day. Need Vermont rules.
