COST: Because deferred funds are returned to the state, costs to the state are very limited. Almost all of the state’s revenue is recovered over time. This is also great for businesses big & small—allowing more parents the ability to afford high-quality, consistent childcare.

Unlike saving for college or planning for retirement, families don’t spend years saving for childcare. It’s the largest expense & it sneaks up on them. An interest-free deferral of tax burden=best option for families whose childcare costs decrease as their earning power increases
