It reveals that state legislators are "the best-kept secret of our democracy," which is absolutely true. State capitals can be laboratories for democracy, or laboratories for atrocities, depending on who's in power.

EX: State laws that have spread: 1. FL's Stand Your Ground law from 2005 has spread to 33 states. 2. Nebraska's 20-week abortion ban, unheard of before 2009, is now law in 21 states. 3. 27 states have decimated unions with so-called “right-to-work” laws.

Those laws were decided in state capitals. And that's also where a blue-majority WA decided to pass automatic voter registration, where VA decided to expand Medicaid & where CA passed the CA Values Act preventing local resources from being used to carry out mass deportations.
