So, Current Crisis, Moosie hacked into my youtube channel and deleted the past 3 months of my videos, as well as streamed something likely illegal while I was busy changing my password, I'm already filling a police report and trying to get things sorted @TeamYouTube

We'd like to help. Just to confirm, are you still able to sign into YouTube? Keep us posted.

Yes, I'm able to sign into youtube, I just changed my password and the person no longer has access to my account, but the videos are still deleted, and I still have the community guidelines strike from when they streamed porn

Oh no! Once your videos are deleted, it cannot be recovered from YouTube until you have a backup copy to reupload it.

I do have backup copies, but those copies wouldn't have the same descriptions/thumbnails etc

If you have the backup copies of the videos, you can reupload them. Also, you can appeal the Community Guidelines strike directly from Creator Studio in YouTube. Also, here's more info about strikes and the instructions to appeal: https://goo.gl/rjyZ3u . Hope this helps.

If I reupload them, will the descriptions and the thumbnails automatically re-add?

The descriptions and thumbnails wouldn't be automatically added. You need to add them manually. Hope this clarifies.
