Dear @TeamYouTube I have a confusion regarding reuse content. If I use someone's full video which was uploaded under “creative common licence” on YouTube with my own commentary & on-screen present on first & last of that CC video will my channel be monetized?

If you upload content from multiple sources, or reupload/repurpose someone else’s existing content (ie “reuse content”) then you won’t be eligible for YPP. Check out the FAQs and best practices here: https://yt.be/help/reused-content … and you can always reapply in 30 days.

Staring at a screen and putting out minimal effort to add commentary or none at all is not fair use

Yes it is. It's called commentary, reviews, news, etc.

It's not if most of the video is the other persons or company's video, its not fair use, especially again if little to no commentary is made. I've seen videos of people just staring at a screen while a video played and that was all they did. No pauses/ interjections, just vacancy
