From the Rouda volunteer sheet attached to the letter (I haven't verified), the hubs are places where voters can "drop off their ballots" (e.g someone's front yard) "staffed by a volunteer ballot collector...Organizers will pick up the collected ballots at the end of the day."

Why it matters: One of

The "volunteer ballot collector" at the Rouda campaign's ballot hubs would preserve that chain of custody. But then, again according to the handout, someone else from the campaign picks up the ballots. What happens to the chain of custody then, asks the CAGOP?

More to the point, the CAGOP argues: How is that different from a local GOP party staff member going to fetch ballots from one of the party's boxes that's been placed inside a church or a gun shop? I reached out to the Rouda campaign but haven't heard back yet.
