I don't know. I get the idea from people's reactions that generally people are much more divided over stuff packs.

I'm an "all the packs" kinda guy. I'm like... I can shower, use the internet, have coffee... and have every pack, who cares about other things I could put my money on?!

I totally support "voting" with your wallet. If you aren't convinced it's for you, absolutely waiting for sales or just buying another pack instead is definitely the right thing. Where I draw the line, as someone who worked as a game designer for ~10 years, is attacking the team.

Yeah, absolutely, feedback is crucial. If there is a pack that causes a big reaction (not naming any specifics, lol) then the gurus can use this reaction to help decide the patch of future packs. In general I think they do very well at this.

Yeah, that's understandable, it bothers me too! But at the same time, as development progresses a lot of people do get a good sense of what each type of pack can achieve, which helps to balance our expectations.
