So my understanding is that "occult" in this sense is the historic use of it in the Sims series: basically it is a generic term for "other types" of Sim like vampire, for example, for which there are "socket" items...etc. in game already. Possibly just not visible in that viewer.
Yes, I saw your video and why you came to that conclusion. I'm explaining to you, though, that occult is a term used in the series historically to mean more than just the general meaning for occult (the one you found in search results).

I do think we will get witches in Sims 4, though! Not sure it's this year. I want them like... now. But I can wait if Seasons is going to come first, for example.

This might help. Occult, as a term, is used in the Sims series in place of the term "life state" sometimes. http://sims.wikia.com/wiki/Life_state
