Sims surveys always make me feel angry.

No, the packs are usually well designed. I just don't see the point in the surveys. They're always daf.
I am often thinking "yeah, I could do some great packs, I know what people want" but underestimate demand for say.. cars

So my point is, I guess the surveys are helpful to truly ascertain people's interest in each type of gameplay.

But they only send them to a very small selection of the community.
